Given the elevation of the draw bar, relative to the axle, it loos as though it has been constructed (couldn't possibly call it 'designed'!) to be hitched behind something much 'taller'.  'Comp truck' perhaps????
Also find it difficult to see how the draw bar is attached securely to the chassis at that location, unless the front section of the van is framed up as a truss of some sort.
