But in court this week, those seven charges were dropped against the 13-year-old because the court held the police would not be able to prove any child of that age knew what he was doing was morally wrong.

The legal principle known as doli incapax presumes that a child between the ages of 10 and 14 lacks the criminal intent to be held responsible for a crime.

Doli incapax has a history almost as ancient as the Latin phrase itself. Examples of its existence can be traced back to the Middle Ages, and as early as 1619 it was expressed in England

Speaking of viagra - I recently had to find a new doctor after my regular doctor retired. After doing all the checks - blood pressure, cholesterol, weight, alcohol consumption etc etc he told me I should start using the newly developed viagra eyedrops and he wrote me a script.
