There's a few good scanner apps available that rebroadcast live scanner feeds, the one that I use covers most regions in vic and is handy when you're mobile. I just can't find the link to the one that I use in the App Store. Emergency Aus is another handy app as you can set a home boundary and also a nearby zone as well if you are away camping etc.

District 2 has gone digital & 12 will be going over later this month

Is there anywhere where you can see maps of fires with more detail than just a pin on a map?
When I used to work with the NRE, on the intranet we had a map system using the fire coordinator gps updates and sat images to show the fire outline.

The CFA has the FireReady App
http://www.cfa.vic.gov.au/plan-prepare/fireready-app/

You can set alerts for "x" KM from a particular point. You can pick on a map an event, fire collision etc and get basic details.

There are more detailed maps but they are for use within the fire services. Would probably end up in deep s@#t I was to make them public.
Try contacting EMV & see if there is any public versions. Sometimes they may release updates on facebook. https://www.facebook.com/vicemergency?fref=ts

With the new digital system you would need a digital enabled scanner.
The new model for the CFA was announced last week but it wont be available to the public yet.
there is also a number of apps available for iOS, Android & Windows that can live stream
