I read yesterday that, yes, they are watched as they are giving the sample. However, if they observe any cheating or substitution of samples, or tampering with samples, they are not allowed to intervene, but instead just  submit it in the report!

Ahh yes.
Seems somewhat counter productive but I suppose rules are rules.
I just figure it'd be better for them to stop him there and then and make him do it again.
