Recently a guy in club got defected for light bar on bull bar at Southland..
Cops were waiting around for em to drive past, and said 'you guys are easy picking'... They went right over his couple of yr old dual cab, lookin for wheels outside guards the works, measured and all tyre size, and suspension lift.. the works..

edit "while the second phase will run over the Anzac Day long weekend from the early hours of Friday April 22 to midnight Monday April 25, 2022."
Nutha reason to not bother going away next weekend.

AFAIK they're legal (depending on just how it's mounted, of course) so on what grounds, or did he fail the attitude test

Obviously they arent.. Just standard 6-9 iin bar mounted on bullbar. (not one of the monster 3ft ones you see)
He got stickered and had to go to Vicroads to clear it.

Yes they are legal mounted on the bull bar, as long as they comply with the requirements of Vicroads:

Everything here legal in Qld, apparently. The light bar is contained within the extremities of the front bar. The rod holders, when not in use, are twisted back, behind the bar, which I have been advised is legal.

NSW Regulations use to be, below pics.
Whether this has changed I don't know.

UHF Antenna is fine, it doesn't protrude in front, and there is no rule to say it can't be mounted where it is. Obviously the antenna is normally fixed to the spring mount, it was taken off to repaint it at the time. The thing with rod holders protruding forward is they can gouge chunks out of an unfortunate pedestrian, should you happen to hit one that is too slow to get out of the way.

Engineering Certificates are not a get out of trouble card like some wish.  If it still looks dangerous you will still get a sticker

cars over here a while back were defected because only had 1 light bar fitted. ADR used to state that any auxiliary lights on front must installed in be in pairs.  Solution for some was to simply wrap black duct tape ove centre section so it became 2 sets of lights.

I'm pretty sure that Qld amended their transport requirements a couple of years ago, to address the single light bar issue. It is illegal to have one sitting on the top bar.

Calls for off-road licence endorsement to reduce bush rescues

The rise in popularity of off-roading has meant an increase in the number of rescues being undertaken by tow truck drivers and recovery specialists in recent years, leading to calls for a special licence endorsement.

Pundits are recommending the change – which would require drivers to undertake a four-wheel-drive course to gain the endorsement – for people to take their vehicles into certain areas, such as beaches or bushland.

Debate has kicked off in recent days after a 2018 blog post from television personality Pat Callinan surfaced on social media.

Callinan argued a typical driver's licence wasn't sufficient for most people to be trusted with controlling a large four-wheel-drive, saying "one licence category covers everything from a Kia Piccanto [sic] to a 79 Series [LandCruiser] via a Porsche 911".

While drivers require special licence endorsements to operate a motorcycle or truck, anyone with a basic motor vehicle licence can take their car into potentially dangerous areas.

A 'Potentially Dangerous Area' for what type of vehicle? Will you need a licence to drive a Suby Outback on the beach, or to head into the forestry in Territory?
Another licence should be required by trailer boat owners, to prove they can reverse down a boat ramp.
You're never going to stop dickheads! Just look at a lot of PWC licence holders!
