i notice on this forum and some other forums that sometimes there is a word or words in a different colour that directs you to a other website

eg, it might say look here instead of ebay.com.au etc etc, when you put the cursor on look here it underlines the word/s and directs you to that website

how can you do this

Search the web for BBCode. Its a simple text markup that is popular on many forums.
