You would be lucky to have a local Rays as they have been shutting them down to head into the online world of retail.

You get out and in to the world -- you take more @#&$. ...You climb a little higher, ..you take less @#&$.  ...Till one day -- you're up in the rarefied atmosphere -- and you've forgotten what @#&$ even looks like....  Welcome to the layer cake son.

I believe your $20.00 option is just the bottle, with the $40.00 option being a bottle full of LPG.
Just my take on it.  Where I am it's $19.00 to fill a 4kg bottle and $25.00 to fill a 9kg bottle.
Go over the road to a Swap and Go, and pay $39.00, to swap an empty 4kg. bottle for a full one.

Well from a quick look at it last night from my phone. ...   I'm pretty sure both options were "refill options"....    (ie: into your byo cylinder).....

The website is only updated based on user's feedback.  Bit like wikicamps.  The info is only as good as the feedback supplied by users.  If everybody takes, and not gives, it will not be much use to anybody.

^^^^   ... Yes; that is the situation with a fuel app I have on my phone.

Works great with everything else it does  - but the diesel ticker is nearly always obsolete, unfortunately..
