my home roof has become the local spot for doves. My solar panels have crap all over them and have reduce output dramatically.
Any ideas for a permanent fix without resorting to a firearm.

If you keep it hitched to the back of your car it will keep it off the roof. Maybe Jayco's website has an answer?
My Hawk was much better behaved.

Garden hose hooked up to a garden timer set to run for minimum time every five minutes or so to hit the area with a jet of water.

I just remembered that when I used to own a big catamaran, every seagull in Sydney would come a sit on the front deck and crap everywhere. On the advice of an old salt, I put a dead seagull that I found up there and all the birds stayed away after that.
Other people sometimes string old CDs out on lines to discourage the birds from landing on their boats.

You can try spikes http://www.pestawayaust.com.au/products.html. (http://www.pestawayaust.com.au/products.html.) I had success on my mother's roof deterring pigeons using one of the bird repellent gels. Effectively a non-setting silicone that sticks to the bird's feet and deters them, can be purchased on-line, hardware stores or pest controllers, various trade names incl Hot Foot. Does need to be re-applied after a year or two as dust, dirt sticks to the gel and makes it less effective. Cleans up with turps I think.

Some people seem to have success with the ultrasonic pest thingies, other than that there are nets ( to annoy their landing), strips of spikes or tie your cat on the roof. Failing that a sawn off doesn't seem too extreme >:D

Get back up on your roof, insert a small upright bar from steel/aluminium whatever of approx. 6 " in length, make sure you have a hole at the top end. fix two of these at each end of the solar panels the HIGH end, run a wire between these tow uprights, get it as tight as you can without bending or snapping the uprights, tie each end permanently. There you go, anti Dove/pigeon/seagull device fitted at minimal cost.
I'll send the invoice in the mail.
Don't forget, you'll need to do this for each panel.
