Possibly a tamper for compacting the sand in a foundry mould. Its placed over the sand and struck with a mallet to compact the moulding sand around the pattern.

im just wondering, if its to do with laying rail way track??
it looks too heavy to lift and swing, but i can imagine it held in beside the steel of a rail way track, sort of looks like the shape would nestle into the channel. I can imagine one bloke holding it in place, and another hitting it with a big sledge to move the rail.
well ive convinced myself anyway.

No idea. From the handle it looks well used, and looks a bit like an ace handle. It doesn't look like it is hit with a second hammer / mallet etc. as there is no real damage in the back.
The area it came from might be a clue

I tend to agree Jonesy
The round section hasn't any heavy wear marks.
It would appear to be used as a backing block, the handle doesn't appear to be heavy enough to be used to swing it, just placed somewhere, maybe with your boot to help.
The same as when you need to drive a spike/nail into a piece of timber and you need to steadying it to help drive it in.
Will be interested to hear what it is.

the top round part has been well worn. me thinks it has been the striking surface for the larger one on the bottom.

I showed the pics to an 'older' friend who knows stuff, his verdict.
I think you will find it is a ‘dolly’. Used by the sheet metal industry for forming metal work. Similar tools are used by crash repair guys to bash bent car panels back into shape. The handle allows you to get the tool into close corners. The mass of it provides the surface to shape the metal like an anvil.

a coil spring locater, cut off a diff and a handle fitted to it.

Looks like an old fashioned sandwich grill to me ... just warm in the fire and put over the top of your cheese sanga ... of course you have to do both sides ... so that's just one side of the old sandwich flattener.
